To some degree, crowds are an indicator of what to see. More people go to Prague because it more worth visiting than Budapest. Been to both 3-4 times over the last 20 years. The problem with Prague is that it is a slow place to see. The best times to visit Prague are the spring and early fall when the weather is mild and there are fewer crowds. Budapest.
