The same isn't true for Hair Style Kits, Bank Access, BL Trader, etc. Sure if you have any of those perma contracts, you will inevitably get a hair style kit you won't need, etc, but not to the same degree as the transmutation contract. Not only would it remove the value of existing charges, but it would also diminish future rewards. HoT gave it too before it got bundled---but according to wiki the expansion slots don't count for the limit---25 is the current maximum purchasable and the extra 3 are if you got HoT, PoF, and EoD for each slot (this is exactly what i did, i have purchased 25 and bought HoT before it bundled for 28 total) - so those additional ones past 28 are definitely mysterious However, the permanent bank access has been one of the top three (convenience) game changers since launch, up there with Wardrobe, "true" autolooting, and the shared inventory slots.
